League Rules

HARLEYSVILLE SUMMER  BASKETBALL LEAGUE

GENERAL RULES

 1. No child may play in the league until his/her registration fee has been paid and waiver form has been signed.

 2. Teams will consist of no more than twelve (12) players unless otherwise approved by a league board member.

 3a. Each coach is responsible for the conduct of his/her team, family members and fans.

3b. The home team is responsible for providing a parent/volunteer to run the clock.

3c. The home team’s book is the ‘official’ book. Both teams are required to cross check their books at half-time to resolve any discrepancies. 

           

4a. No coach shall verbally argue with a referee during a game.  A technical foul may be levied for this conduct at the discretion of the referee.  Technical fouls against a coach will consist of two foul shots and possession of the ball by the other team.  Two technical fouls on any coach will result in automatic ejection from the game. All ejections involving coaches will reviewed by the league and are subject to further action.

4b. Any technical foul against a player to consist of two foul shots and possession of the ball by the other team. Two technical fouls on any player will result in automatic ejection from the (current) game and suspension for the next two games.

4c. Flagrant fouls (i.e. hard fouls with intent to injury/fighting) will result in two foul shots and possession of the ball by the other team in addition to an automatic ejection and suspension for the next two games.

5.  If a coach is not present at game time, a substitute coach may be recruited from the spectators.

6.  If a referee is not present at game time, the game may be played with a referee recruited from the spectators, subject to the approval by both coaches.

7.  Each league will follow National Federation High School (NFHS) rules except where the Playing Rules states otherwise.

 8.  If a game is rained out with less than ten (10) minutes played, the game will be replayed as available from the start of the game.  If ten (10) minutes or more have been played, the game will be replayed as available from where the game left off (score, fouls, time, etc to start where it left off).

PLAYING RULES

                                                                                                                                      NHFS Rules will be followed for all age groups.  Exceptions are as follows:

1. A game will consist of two (2) twenty (20) minute halves.  The game will have a running clock except for the last one minute during the first half and the last three minutes of the second half. Clock will stop on all injuries or referee discretion.

2. Each player shall play at least ten (10) minutes during the first half of play.  If more then ten (10) players are present, each player shall play at least ten (10) minutes during the game.  Playing time is otherwise at the coach's discretion.

3. Unlimited substitutions allowed during the game.   Players must check in at scorer table first prior to being substituted in.

4. Games tied at the end of regulation will be decided with one (1) three (3) minute overtime.  A continuously running clock for the first two (2) minutes and the clock will stop at every whistle for the last one (1) minute of play.  If score is tied at the end of overtime, the game ends in a tie.  During overtime each team has one time out. No tim outs can be ‘carried over’ from regulation.

5. Start of game and overtime will begin with a jump ball at center court.  Alternate possession all other units, and inbound at mid-court.

6a. Two (2) thirty (30) second time outs per team per half. No time outs can be ‘carried over’ from the first half to the second half (or into any overtime period). Substitutions on either team's timeout is permitted.

6b. A player in the game or the coach can call timeout only when a player on the ‘calling’ team has possession of the ball (or during any dead ball).

6c. The referee has authority to stop the game one (1) additional time during a dead ball only to allow players to get a drink if he/she feels the weather/temperature requires it. This is not a timeout  

7.  Half time will be three (3) minutes. One (1) minute suspension before an over time period starts.

8. Defense is initiated at one step beyond half court and teams can play man to man or zone defense.  A rebound constitutes ball possession.

9. Full court pressing as follows:

 Lower (age) division: last 3 minutes of the game unless the pressing team has a 15 point or greater lead.  Both man to man and zone pressing is permitted. Pressing during the entire over time period is permitted.

Upper (age) division: last 3 minutes of the first half and of the game unless the pressing team has a 15 point or greater lead. Both man to man and zone pressing is permitted. Pressing during the entire over time period is permitted.

10.  Defenses are allowed to break-up or intercept a fast break and retrieve an errant pass even it this occurs in the backcourt.  An errant pass will be at the discretion of the referee but generally can be described as a pass appearing not to go to any player of the passers team.

 

11. Each player is allotted five (5) personal fouls. On the sixth (6th) foul (if no replacement player was available at the time of the fifth (5th) foul) the offended team will receive 2 shots (even for non-shooting fouls) and possession of the ball at half court.

 

12. Seven (7) team fouls in a half constitute a one-and-one penalty situation. Ten (10) team fouls in a half constitutes two (2) shots.  

 

13.  Players shooting foul shots may cross the foul line on the follow-through of the shot in the lower age division only (Ball has to hit the rim before a player can cross over into the lane and attempt to rebound). Shooters must remain behind the line until the ball hits the rim in the upper division.

 

14.  3-point baskets count if there is a 3-point line.

 

15.  Time related rules:

a.      Ten-second time line rule (inbounds to half court)

b.      Three-second lane violation
